“Air pollution in Delhi is being recognised as one of the biggest public policy challenges India has faced in recent times. Everybody agrees that there is need for drastic action and immediate intervention. However, we see few signs of such an intervention on the ground. The primary reason for our inability to respond swiftly and in a coordinated manner is the multiplicity of actors involved and the lack of clarity on roles. The first step of a resolute action plan should be to put in place a single empowered agency under the Union government to deal with the issue on a war footing.
